Responsibilities
Develop proposal strategies and create proposal deliverables
Analyze RFP and issues for clients; RFP Parsing
Check proposal compliances in regards to RFPs
Review proposal materials to improve deliverable quality
Coordinates and provides work direction to the proposal team; defines the performance goals, metrics and key milestones for proposal implementation
Communicate effectively with internal and external clients
Share proposal consulting knowledge
Identify risks and assumptions associated with the proposal

Skills and Expertise
Understanding the circumstances of the overseas proposal market
5+ years of experience developing proposals in ICT industries for overseas contracts or similar work experience
Strong knowledge in ICT service industry, especially in e-government or ITS area
Excellent leadership, communication (written and oral) and interpersonal skills
Proven ability to work creatively and analytically in a problem-solving environment
